DISCUSSION OF RESIDENT INSPECTOR DEMOGRAPHICS AND THE BALANCE BETWEEN EXPERTISE AND OBJECTIVITY The Commission has agreed to direct the staff to:

1.

Revise the format of the resident inspector demographic data to utilize:

a.

median, as well as average values for resident time, site time, and NRC experience; b

include only qualified resident time and site time; c.

include the median, as well as average, relevant non-NRC experience in the data base; d.

report this data by each Region and all Regions combined; e.

resubmit the demographic data, including the raw data on which the statistical analysis is based, for the Commission's consideration within four months; and f.

provide a trend analysis of relevant new hire experience covering the last 5 years.

Provide recommendations that address the high resident inspector attrition rate on an expedited basis, if possible, but no later than June 30,1998. The staff should track the reasons inspectors are leaving the resident inspector program for future reports. In developing its recommendations to the Commission, the staff should also consider the significant process changes that are expected following completion of the integrated Review on the NRC Assessment Processes, the Regional DRP Job Task Analysis, and, commensurate with the available information, the results of OlG's Safety Culture Survey.

Provide annual updates of the resident inspector demographics data and any recommendations warranted by the updated data until there is evidence that the Agency's sctions have resulted in a stable or improving resident program. The reports should include the data on which the statistical analyses are based, cc:
