Dear Mr. Suppes:

In our letter of February 27,1998, we indicated that we would provide you a schedule for completing the processing of the Ohio Agreement. The schedule is enclosed.

I would reiterate th'at, in this schedule, we seek to respond to your desire to conclude the Agreement by Decernber 31,1998. We must note, however, that this schedule leaves little time beyond the minimum required to complete the activities required by the Act and Commission policy, and all major milestones must be completed by the scheduled date. At this time, we believe that the proposed schedule can theoretically be met, but only provided that no significant issues arise from the detailed technical review of the proposed Ohio program, and that no external events occur that demand priority attention of the staff, the Commission or the State. We will closely monitor progress against the schedule and inform you of any changes.

In an E-mail message on March 23,1998, Ms. Marcia Howard refers to the May 1,1998, date for the completion of the technical review of the draft request, and asks if this is still a viable option. Please note that the May 1 date is an internal milestone for the NRC staff. The critical steps will be to forward the NRC comments to you on or before May 25,1998, and to receive a formal request, signed by Governor Voinovich on or before June 22.

We remain on schedule for now. Please contact Mr. Richard Blanton at (301) 415-2322 or by E-mail (RLB@NRC. GOV) if you have any questions about the schedule or the progress of the Agreement.
