NRC INSPECTION NO. 99900005/98-01 Dear Mr.Whiteheadi During the period February 18-20,1998, the U. S. Nuclear Regulatory Commission (NRC) performed an inspection of the Westinghouse Electric Corporation Specialty Metals Plant (SMP),
located in Blairsville, Pennsylvania. The enclosed report presents the results of that inspection.
The purpose of the inspection was to review the manufacturing and testing activities and determine if these activities were conducted in accordance with NRC requirements. The.
Inspectors reviewed documentation associated with the manufacture of zirconium alloy fuel clad tubing used in nuclear power reactors. Within this area, the inspection consisted of an examination of procedures and representative records, interviews with SMP personnel, and
' observations by the inspectors. The inspectors did not identify any instances where the SMP quality assurance program failed to meet NRC requirements for the areas inspected. Therefore, no response to this letter is required.
In accordance with 10 CFR Part 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC's Public Document Room.
