SUBJECT:

MEETING MINUTES A public meeting entitled, "Research Related to the Integrity of Degraded Steam Generator Tubes and Electrosleeve-Repaired Tubes Under Severe Accident Conditions" was held at Argonne National Laboratory, July 15,1999. A copy of the meeting agenda, a list of meeting attendees, and copies of the presentation materials are attached. After opening remarks by John Craig of the NRC, and Dwight Diercks of Argonne National Laboratory (ANL), Charles Tinkler of the NRC described the thermalhydraulic basis for calculating temperature and j pressure conditions in the steam generator and other PWR components under postulated severe-accident conditions. Dwight Diercks described work previously conducted at ANL on the testing of steam generator tubes under severe-accident transient conditions and the analysis of their behavior. James Galford of Framatome Technologies, Inc (FTI) gave a presentation on the details of the Electrosleeve repair process, the properties of the Electrosleeve material, and NDE of the repaired regions. His presentation included a short video describing how the repair process is performed. Dwight Diercks then summarized the results of a review of the corrosion behavior of nanophase Ni and Electrosleeve material. David Kupperman of ANL followed with a description of the nondestructive examination of Electrosleeve repairs by ultrasonic and eddy current techniques. Finally, Saurin Majumdar of ANL gave a detailed presentation on the testing of Electrosleeve-repaired tubes under simulated severe-accident conditions and the analysis'of these test results. After a discussion of the information presented, a tour was conducted of the ANL experimental facilities related to steam generator tube integrity. There is a need to look further at ID parent tube cracks to determine the adequacy of detecting them when a crack does not intersect the parent tube OD to form a strong ultrasonic reflector. Higher angle beam ultrasonic NDE should be explored for detection of cracks which do not form corner reflectors (Argonne effort). The sleeved tubes with EDM notches will be useful as a reference but will not indicate the sensitivity to detection of cracks. i l i
