Dear Mr. Torrice:

This letter serves as a self delegation to provide a basis for validating subsequent delegations and designations from the United States Nuclear Regulatory Commission for the exercise of all executive and administrative functions of the Commission including the use and expenditure of funds. I understand, consistent with section 3325(a)(1) of Title 31 of the United States Code, money may be disbursed only as provided by vouchers certified by an employee of the Commission having my written authorization to certify such vouchers. As required by section 4-1135 of Volume I of the Treasury Financial Manual (TFM), enclosed are completed

" Delegation of Authority" forms (FMS Form 2958) for my self-delegation; for my delegation to the Chief Financial Officer of the Commission, Jesse L Funches; and for the Chief Financial Officers delegation to the Director of the Division of Accounting and Finance, James Turdici.

As required by section 4-1140.20 of Volume I of the TFM, also enclosed are completed

  • Delegation of Authority" forms revoking earlier delegations of authority to James M. Taylor and Ronald M. Scroggins.
