Thank you for your letter dated July 28,1997. I concur in your assessment of the excellent cooperation between our two organizations and I believe the exchange of our regulatory experts to share safety philosophy, licensing experience and new ideas, strengthens both of our nuclear safety programs. I also support the renewal of our safety Protocol that expires at the beginning of 1998, and I have directed the Office of Intemational Programs to prepare a draft text of a renewal to reflect the scope of our current programs for your consideration. It is my pleasure to invite you to visit Washington early next year to sign the renewal of the Protocol and to continue our discussions on safety and licensing issues. I would be pleased to brief you on the status of the Intemational Nuclear Regulators Association. I also look forward to visiting China again and touring the Daya Bay Nuclear Power Plant.
