SUBJECT:
MEETING
SUMMARY
- STATUS OF GENERIC LETTER 96-01 ACTIONS
Dear Mr. Terry:
This refers to the April 7,1998, meeting held in the Region IV office between members of your staff ano the NRC conceming the actions that have been taken at Comanche Peak to complete the requirements associated with Generic Letter 96-01, " Testing of Safety-Related Circuits."
Personnel in attendance at this meeting are identified in the attachment to this letter.
The purpose of this meeting was to share with the region the bases for and the actions currently being pursued to ensure compliance with the Comanche Peak Technical Specifications while the Generic Letter 96-01 review is being completed. Comanche Peak management considered this neeting to be particularly important, given the number of Notices of Enforcement Discretion that have been requested over the past several months.
This meeting allowed NRC regional management and the public to hear, first-hand, how Comanche Peak is addressing this issue. Detailed information on this matter was previously communicated to the NRC in an April 6,1998, letter from TU Electric, subject " Enforcement Discretion for A.C. Sources, Operating." In addition, your staff noted that an in-depth root cause analysis addressing why the testing program at Comanche Peak had not previously determined and corrected the discrepancies currently being identified was being undertaken. The results of this review will be available for subsequent agency consideration.
//
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of h
Federal Regulations, a copy of this letter will be placed in the NRC's Public Document Room.
Should you have any questions concerning this matter, we will be pleased to discuss them with you.
