I appreciate your good wishes on my assumption as Chairman of the Nuclear Regulatory Commission, and I look forward to working closely with you. For my part, I congratulate you on your successful efforts to increase the stature of the State Nuclear Regulatory Administration.

This is a definitive recognition in Ukraine of the importance of q,rong regulation for assuring t

safe nuclear operations. I am interested in hearing of your specific plans for implementing these changes.

I agree with you that the work we have done together over the last eight years has been well-planned and successfully executed. We need to determine how our accomplishments can serve as the basis for cooperation over the next several years (subject to available funding and interagency approval). As you mention in your letter and as we discussed in our annual meeting last January, future activities are likely to involve cooperation on licensing projects, especially as it affects Chernobyl-related activities.

l understand that you too will attend the IAEA General Conference at the end of September. As you know, I plan to visit Ukraine immediately thereafter for several days. These would be excellent opportunities to begin the dialogue on which our future relationship will be built.
