l This Technical Specification change Request is. submitted in support of Licensee's request to change Appendix A to Operating License No. DPR-50 for Three Mile Island Nuclear Station, Unit 1.

As a part of this request, proposed replacement pages for Appendix A are also included.

Technical Specification Change Reauest No. 172 The Licensee reauests the attached pages 6-3, 6-9 and Figure 6-1 replace pages 6-3, 6-9 and Figure 6-1 of the existing Technical Specifications.

It should be noted that Figure 6-1 in this TSCR is based on prior approval of TSCR 161, Rev. 2.

Reason for Change On June 1,1987, the management of GPUN created two new divisions: the Division of Planning and Nuclear Safety; and the Division of Quality &

Radiological Controls.

Concurrent with this action, the management realigned the Nuclear Assurance, Administration, Technical Functions, and Radiological and Environmental Controls functions within GPU Nuclear.

The above noted pages have been revised to reflect this change. Tne discussion under Safety Evaluation Justifying Change more fully describes each division's responsibilities.

Also included in this change is the deletion of reference to a Radiological Controls Director Deputy position (page 6-3).

This was deleted to make it consistent with Figure 6-2 (TSCR 161) and this position is not being utilized.

Safety Evaulation Justifying Change In order to assess the effects of this reorganization, each division will be described with its revised functional responsibilities in the organization.

Further, the effects of this action will be assessed to determine the impact, if any, on the safety function of the GPUN organization.

The function of the new Division of Planning & Nuclear Safety assumes several key corporate-wide activities. The Division includes Nuclear Safety Assessment, Licensing & Regulatory Affairs, Long Range Planning, and Strategic Planning.

Integration of these activities, separatt. f rom other functional Divisions, is intended to enhance overall corporate planning and prioritization with a strong focus on nuclear safety.

The Division is charged to develop the capability to analyze information and data pertaining in any respect to the enhancement of nuclear safety, and make recommendations for improvements to the safety of GPU Nuclear Operations.

In addition, the functions and responsibilities described in Licensing Basis Documents for the

applicable groups in the Division remain essentially unaltered.

The new Division of Quality & Radiological Controls will assume the functions of Quality Assurance, Emergency Preparedness, and Radiological & Environmental Controls. Since these functions are not altered by the reorganization, the creation of this division is an administrative change to align similar safety line functions under one vice-president.

i The Technical Functions Division provides a centralized technical capability to support the GPU Nuclear facilities.

In the reorganization the functions of licensing and long range planning are transferred from this Division; however, the Division still retains the general mechanical, civil, electrical and instrumentation, and engineering mechanics, and chemistry / materials capabilities.

Further, the Division will continue to provide technical support in the areas of nuclear fuel management, computer applications and human engineering, risk analyses, environmental qualification, plant analysis, and project engineering. The effect of the reorganization was only a transfer of responsibilities for Licensing and Long Range Planning to the new Division.

The functional responsibilities of the Maintenance, Construction & Facilities Division include the planning, scheduling and implementation of plant modifications, construction projects, and major maintenance activities for planned and forced outages at GPU Nuclear f acilities.

These responsibilities were not changed by the reorganization.

The onsite plant division organization for TMI-l was not changed by the reorganization.

The Administrative Division provides support in the areas of security, materials management, personnel and general administrative functions, and was expanded to include the training and education functions.

This realignment was made in order to consolidate similar line functions under one vice-president. This change was administrative in nature, and does not affect the safety function of the organization.

The Communications Division will retain responsibility for interf acing with the news media, state and local government officials, and citizen's groups.

There are no changes to the functions of this Division by the reorganization.

Significant Hazards Consideration This proposed change is similar to Example (i) of the " Amendments not Likely to Involve Significant Hazards Consideration" from the Federal Register Vol. 48, No. 67 at 14870 on April 6,1983.

This change is an administrative change in the corporate organization.

such, this TSCR does not involve significant hazards consideration as stated

below.

Involve a significant increase in the probability or consequences of an accident previously evaluated.

The Corporate organization was never determined to be an initiator of any accident previously evaluated in the SAR. Even so, the probability of occurrence or the consequences for any previously evaluated accident are not modified by this change as the functions and responsibilities of affected groups remain essentially unchanged.

(2) Create the possibility of a new or different kind of accident from any accident previously evaluated.

The reorganization does not in itself modify or change an operating parameter for any safety related component.

Therefore, this activity does not increase the probability of occurrence or consequence of an equipment malfunction.

This activity modifies in part the Corporate organization by grouping the Nuclear Safety Assessment, Licensing and Long Range Planning functions into one Division.

By this arrangement, the organization can provide an independent focus on the issue of safety, and the prioritization of plant modifications. Furthermore, the reorganization does not change the technical resources previously established to perform the quality f

assurance, radiological & environmental control, training and security functions.

Involve a significant reduction in a margin of safety.

This change does not reduce the margin of safety which was defined in the SAR. The reorganization was a managerial change to increase the awareness of nuclear safety within the organization by the realignment of functional responsibilities. The functions and responsibilities of the functional groups affected by the reorganization remain as described in the Licensing Basis Documents.

Implementation It is requested that the amendment authorizing this change become effective upon issuance.

Amendment Fee (10 CFR 170.21) l Pursuant to the provisions of 10 CFR 170.21, a check for $150.00 is included with this request.
