Two copies of the scenario package for this exercise are attached for your review. The enclosures adhere to FEMA's Guidance, Radiological Emergency Preparedness exercise manual (REP-14),
dated September 1991, which states that the exercise scenario be submitted at least 60 days in advance of the exercise. The scenario package includes:
