Subject:
. Request for an Amendment to the NBSR Technical Specifications, Docket No. 50-184 The National, Bureau of Standards is planning to add a neutron guide hall, adjacent to the reactor building, for conducting cold neutron research.
l Neutrons will be transported into the guide hall by neutron guide tubes passing through small penetrations in the confinement building wall similar to existing ones. At the same time, an underground room with access to the reactor process room will be added to accommodate new heat exchangers should replacement of the existing heat exchangers become necessary.
Although the construction of this building addition does not involve an unreviewed safety question since confinement integrity is maintained, NBS has decided to include the automatic isolation valves in the guide tubes as part of the NBSR Technical Specifications. The proposed amendment to the Technical Specifications is presented in Attachment I.
Description of the new facility and relevant safety analysis are presented in Attachment II.
j Sincerely, Cr Robert S. Carter l
Chief, Reactor Radiation Division Attachments
