OPERATOR LICENSING EXAMINATION REPORTS 50-254/98303(OL);

50-265/98303(OL)

Dear Mr. Kingsley:

l

On March 20,1998, the NRC completed initial operator licensing examinations at your Quad

Cities Nuclear Power Station. The license applicants' performance evaluations were finalized

on April 1,1998. The enclosed report presents the results of the examination.

Operating and written examinations were administered to three Senior Reactor Operator

license applicants. All three applicants passed all portions of their examinations. One applicant

was issued a Senior Reactor Operator (Limited to Fuel Handling) license. The remaining two

applicants were not issued operator licenses as they have not completed all control room

experience requirements necessary to receive a license. These applicants will be issued

operating licenses when you certify, in writing, to the Nuclear Regulatory Commission that all

Quad Cities Nuclear Power Station training program requirements are completed. Your

certification should also state that the applicants were enrolled in the station's continuing

)

operator training program and their performance in that program is satisfactory.

Administration of the examination revealed one applicant performance issue needing additional

review by the Quad Cities Nuclear Power Station Training and Operations Departments. On

two occasions during simulator transients, license applicants reached setpoints, imposed by an

administrative procedure, that required a specified action such as a reactor scram or

emergency depressurization. The applicants executed that action even though they had been

,

informed that the transient causing the parameter to reach the setpoint was terminated and the

l

plant was being adequately controlled by crew members. In both cases the applicants took

l

actions to comply with the administrative procedure, disregarding the information provided to

them by crew members indicating that the action was not necessary. Although the simulated

reactor was placed in a safe condition in each of the two cases, the transient initiated on the

plant was unnecessary and could have been avoided. We feel the Training and Operations

departments should review the responses of these applicants during the simulator transients to

determine if their training in the areas of conservative decision making and procedural

compliance is providing the desired results.

enclosures to this letter will be placed in the NRC Public Document Room.
