SUMMARY
OF TECHNICAL INFORMATION EXCHANGE MEETING HELD ON MARCH 17,1998, WITH GE NUCLEAR ENERGY On March 17,1998, the staff held a public meeting at NRC headquarters in Rockville, Maryland with representatives of GE Nuclear Energy and PECO Energy Company. The purpose of this meeting was to brief the staff on recent technical advances in fuel design, pressure regulator downscale failure corrective actions, fuel performance surveillance results for extended exposure LUAs (lead use assemblies), proposed changes to information transmittals, GE's program to increase the limit on Gadolinia concentration used in GE nuclear fuel, and other outstanding issues. A list of attendees and their affiliations is provided as Attachment 1.
GE made a brief presentation on each of the agenda items and discussed it with the staff, as -
discussed below. A non-propietary version of the slides used by GE in_its presentations are provided as Attachment 2.
1 Euel Design. improvements Jim Rash of GE discussed the history of GE nuclear fuel designs from GE8 through GE14, went over in detail the design features of GE12 fuel, reviewed worldwide experience with the GE12 fuel and the licensing process followed for this design. The design philosophy behind the GE14 fuel was covered, along with a comparison of the GE12 and GE14 designs, and the licensing process for the GE14 fuel design, which is already in progress was reviewed A full GESTAR 11 Amendment 22 analysis is expected to be completed by mid 1998.
Euel eerformance Surveillance Programs Jerry Potts of GE Nuclear discussed GE fuel reliability performance history, fuel performance trends, surveillance program results for recent fuel designs, and results for GE high bumup and ongoing surveillance programs. The surveillance programs give an indication of how the fuelis performing. The defect rate has been steadily decreasing and is now approximately 10 failed rods per million rods operating. Debris fretting is the primary cause of defects with the rest due -
1 primarily to manufacturing defects. Since 1988 manufacturing defects have been cut greatly

i T. Essig April 14, 1998 Licensing Basis for the Pressure Regulator Downscale Failure (PRDF) Event Glen Watford discussed recent analyses of the postulated PRDF event which indicate that it is a very infrequent event. GE is preparing documentation of PDRF probability results and will be l
proposing to eliminate interim operating limits applied to BWR/6s.
Fuel Licensing Updates Glen Watford reviewed the various fuel licensing update periodic reports, such as the fuel bundle design report for each new fuel design and Transient Analysis Statistical Adjustment Factors update reports. GE is proposing changes to the licensing update submittals and requested feedback from the staff conceming what is actually needed. The possibility of using electronic media instead of paper for these reports was discussed. The staff will discuss the reports with management and provide feeoback to GE for their proposal to revise the process.
In the meantime reports will continue as in the past.
Outstanding issues Glen Watford discussed several reports that the staff has inhouse for review: Amendment 25 to the GESTAR 11 computer simulation code and several licencing topical reports. An improved nuclear methods status computer simulation code was also discussed. The PANAC11/
l TGBLA06 code represents a significant improvement in accuracy and GE expects to be ready to perform reload analyses by mid 1998. The staff has performed inspections at several sites and has reviewed the new methods. The staff expects to issue a letter within the next month acknowledging the new methods.
