MINUTES OF THE CRGR MEETING NUMBER 309 The Committee to Review Generic Requirements (CRGR) met on Tuesday August 5, 1997, from 9:00 a.m. to 2:00 p.m. Attachment 1 contains a list of attendees.

The CRGR was briefed by the NMSS staff on various offico activities and possible nucioar materials topics for future CRGR review. J. Greeves of Division of Wasto Management, D.

Cool of Division of Industrial & Medical Nuclear Safety, S. Shankman of Spont Fuel Projects Office, and E. W. Brach of Division of Fuel Cycle Safety & Safoguards presented to the Committoo the scopo end schedule of various ongoing activities in their respective Divisions, and identified various areas where futuro CRGR review may be beneficial. No inspection guidance or procedures related to nuclear materials facilities woro identified for future CRGR review.

The CRGR commented on the topics proposed by the staff where the CRGR review could add value. The Committee believed that CRGR review will be most beneficialin cortain focused areas. Topics such as backfitting procedures for the gaseous diffusion plants or issues related to spent fuel storage and transportation, and those concerning large fuel cyclo facilities could benefit from CRGR review. Among the staff's proposal, revisions to 4

10 CFR 70,10 CFR 76, and spent fael storage and transportation issues seem likely y,,

ij(/[g[I candidates where value could be added by CRGR review. The Committee also agreed that

the CRGR Charter should be revised or amended to reflect the one year continuation of review of nuclear materials issues on a trial basis. Furthermore, the Committee noted thatb e

x-there are certain inherent differences in the risks associated with the operation of the h/

D power reactors and those related to the operation of nuclear material f acilities. In

[ $g h particular, in addition to (or absent) radiological risks, the nuclear materials facilities also e

need consideration from the standpoint of chemical hazards. However, the members W

noted the inherent differences in the established regulatory framework for the nuclear power reactors and nuclear materials facilities. They recognized the need for establishing g some ground rules to ensure consistency and uniformity in the review nuclear materials topics, if the CRGR were to continue in this role. Attachment 2 untains details.
