REQUEST FOR RELIEF RELATED TO REQUEST RR V 11 REGARDING INSERVICE TESTING OF SAFETY / RELIEF VALVES - EDWIN 1. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. M99485 AND M99486)

Dear Mr. Sumner-By letter dated January 7,1997, as t,upplemented by letter dated July 2,1997, you submitted a Request for Relief RR-V-11 from certain requirements of the American Society of Mechanical Engineers (ASME) Code inservice testing of plant safety / relief valves (S/RVs).

Specifically, relief is requested from the testing requirements of Appendix 1, paragraph I 3.4.1(d), of ASME Code-1995, which requires stroke testing of the S/RV main stages after being ma3ntained or refurbished in place, removed for maintenance or testing, or both, and reinstalled. As an ahmative to the testing required by ASME OM Code-1995, you propose to exercise the S/RVs before reactor steam is generated.

The staff has completed its review and evaluation of the information provided in your submittals as detailed in the enclosed Safety Evaluation. The staff concludes that the ASME Code requirement to perform in situ stroke testing of the S/RVs may contribute to undesirable S/RV leakage and could result in spurious actuation of the valves during power operation /

and/or failure to reseat, increase use of residual heat removal for suppression pool cooling, decrease generating capacity, and increase radiation hazard. The proposed attemative testing method would provide periodic verification of all of the individual S/RV components,

which are currently being tested except that some tests are to be performed a instead of in situ with reactor steam.

Based on the information provided, your attemative to ASME OM Code-1995 requirements is authorized pursuant to 10 CFR 50.55a(a)(3)(ii). The staff has determined that compliance with the applicable Code requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.
