• /lRGIN!A ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 UPDATED FINAL SAFETY ANALYSIS FiEPORT l'lVIS!f7328 Pursuant to 10 CFR 50.71(e), Virginia Electric and Power Company submits Revisbn 28 to the Updated Final Safety Analysis Report (UFSAR) for Surry Power Station.

In addition to the changes containing updated information, Revision 28 involves reformatting the entire document in order to utilize electronic means to enhance UFSAR maintenance. This revision also includes updates to Chapter 17 of the UFSAR which contains 'he Operational Quality Assurance (QA) Program. The changes to the program descriptien do not reduce the commitments contained therein.

One signed original and ten copies of Revision 28 to the UFSAR are enclosed. Each revision package contains replacement instructions, four volumes of Revision 28 pages, and a folded set of reference drawings. The Revision 28 pages replace the existing text, tables, figures, tabs, and binder spine labels as described in the instructions.

As a duly authorized officer of the Virginia Electric and Power Company, I hereby certify that the information given in the enclosed Revision 28 of the UFSAR accurately presents changes prepared pursuant to Commission requirements.
