NRC INSPECTION REPORT 50-327/98-02 AND 50-328/98-02
Dear Mr. Zeringue:
This refers to the training inspection conducted on February 2,1998, through
February 6. 1998, at the Sequoyah Nuclear Plant. The enclosed report presents
the results of this inspection.
The Sequoyah programs for initial. operator licensing training, licensed.
operator requalification, non-licensed operator training and maintenance
personnel training were found to be conducted in accordance with a systems
approach to training (SAT) and generally met the requirements of 10 CFR 50.120
or 10'CFR 55.
However, the evaluation process (SAT element #4) used to
-measure trainee, operator and technician mastery of the concepts and
knowledges for their respective training programs, lacked depth and was not
intellectually challenging. This conclusion was also reached by your staff
during their root cause investigation of poor candidate performance during the
September 1997 NRC licensing examinations.
Additionally, the inspectors
concluded that testing standards for Auxiliary Unit Operators were very low.
Also, the scope and number of deficiencies identified by your staff during the
annual main control room abandonment drill. particularly with regard to
communications equipment, require management attention to assure prompt and
adequate resolution.
