Enclosed is an application for an export license (XSNM3004), recently received by the Nuclear Regulatory Commission, for the export of natural and low-enriched uranium, in the form of uranium dioxide (U0 ), to Japan for use 2

as reload fuel in Kashiwazaki-Kariwa Units 6 and 7, and Fukushima ! Units 2 l

thru 5.

Assurances from Japan are required that the material will be subject to all of the terms and conditions of an agreement for cooperation. Your assistance in obtaining the necessary assurances will be appreciated.
