Dear Mr. Grier:

Reference 1 Letter D10682 from S. E. Scace to J. Grier dated January 9,1997.

Reference 2 Letter D10715 from S. E. Scace to J. Grier dated January 15,1997.

Reference 3 Letter D10695 from S. E. Scace to J. Grier dated January 10,1997.

Reference 4 Letter C07639 from M. Harder to S. E. Scace dated August 13,1997.

Millstone Station .

Notification of Discharaes Northeast Nuclear Energy Company (NNECO) has previously discussed with you protocols for the reporting and processing of certain wastewater containing small amounts of hydrazine until no hydrazine above dotection limits is observed (References 1 through 3). As requested by the Department, NNECO hereby submits the following written notification of such discharges for '

the month of August. As discussed with you earlier this month, NNECO is no longer required to make weekly oral notifications to the Department so long as a written report is submitted by the end of each month.

On the dates listed below, wastewaters containing small amounts of hydrazine were detected in the High Level Waste Drains Tanks (HLWDT) associated with DSN 001C-2. Consistent with the manner in which similar wastewater has been previously handled (References 1 and 2), the wastewaters in the HLWDTs are processed through the demineralizers and filters associated 1 with DSN 001C-2 prior to discharge from the Waste Test Tanks. These wastewaters met all limits associated with DSN 001C-2. Further, no hydrazine above detectable limits (<5 ppb) using spectrophotometry was found. The initial concentrations detected, dates and volumes discharged are provided below.

As outlined in a letter from M. Harder to S. E. Scace dated August 13,1997 (Reference 4) and

' also discussed with the Department, subsequently, NNECO will no longer notify the Department of discharges from DSN 001C-2 and 001C3 when the hydrazine concentration prior to processing is less than 350 ppb. NNECO will continue to notify the Department by letter on a monthly basis when the hydrazine concentration pnor to processing is greater than 350 ppb.

Should you have any questions, please call Mr. Paul Jacobson, Manager Environmental Services - Nuclear at (860) 447-1791 Ext. 2335.
