Dear Mr. Windsor:

This refers to your March 12,1998, response to my March 9,1998, letter. After reviewing your response, the working group determined that thero are two items for which it needs further clarification. Bruce Carrico of my staff recently discussed these items by telephone with Bob Anderson of your staff.
Item 13 of our November 17,1997 letter, requested that you describe procedures for reinstating an individual's certification. In our March 9,1998, letter we noted that your response referred to paragraph 7.2 of American Society for Nondestructive Testing (ASNT)
Practice Nc ASNT-CP-lRRSP-1A. This procedure indicates that a petition for j
reconsiderrtion will be considered only upon showing of good cause, but did not identify

procedures for accomplishing this activity. Please describe the procedures ASNT would j
follow when considering reinstatement.

I Item 9 of our March 9,1998 setter, recommended that your procedures for reviewing classroom training documentation (CMB 5-02.3 and CMB 5-02.1), require the application processor to contact the licensing authority to' confirm approved training courses. In your j
response, you disagreed with the need for this procedure and, as indicated in the telephone conversation, were concemed about the additional burden. However, we support the working group in this recommendation. As we understand the recommendation, it may only require o one time verification of a given training program by ASNT's staff which should minimizo the burden. We also understand that many of the Agreement States have prepared lists of
" recognized" training courses that they may be willing to share with ASNT. Please clairfy that you will include this verification process within your procedures.
