As you know, China recently selected a company other than WELCO to supply lead assemblies and reload fuel for the Daya Bay Nuclear Power Station Units 132. Without a supply contract in force or the near-term prospect of such a contract with WELCO, the reviewing authorities in China and the U.S. cannot proceed in their consideration of WELCO export application XSNM3034, dated April, 13,1999. The application is hereby returned to you without action.

Dear Mr. Hauber:
Please find enclosed a license application covering the proposed export of reload fuel assemblies by Westinghouse Electric Company, a division of CBS Corporation, to Daya Bay Units 1 & 2 located in China. The quantity of material covers the supply of up to 18 fuel assemblies beginning in late 1998, for qualification / test burnup and then six reload regions of nuclear fuel.
The initial shipment of up to 18 fuel assemblies will not utilize any Canadian or Australian source material and will be U.S. Enriched. The six reload regions uranium source and country of j
enrichment will be identified once procured by the Chinese customer. We are not certain at this q
point how the fuel will be split between the two Daya Bay Units as one unit shuts down right i
after the other, and the custc,mer has not yet determined which reloads will go to which unit. The I
total reload regions are six, which will be split 5etween both units.
A check for $8,100 is enclosed covering the fee for this application request.
i Please note: We are required by the customer, Guangdong Nuclear Power Joint Venture, Ltd. to deliver the first assemblies of fuel in December 1998, so please process this fuel application on an arcent basis.
