TECHNICAL SPECIFICATIONS TASK FORCE MEETING SUMARY August 28, 1997 A meeting between the NE! Technical Specifications Task Force (TSTF), and NRC staff was held on August 28, 1997. The attendees were:

Cc nts on Meetina S=ry of June 19. 1997 Meetina Mr. Beckner asked for comments on the meeting summary transmitted to James Davis, Nuclear Energy Institute, by letter dated June 24. 1997. There were no comments on the meeting minutes.

The Owner's Group reouested the addition of one topic to the Agenda: Process for TSTF and Plant Speci fic ITS Conversion Review.

The attendees agreed to the topic.

Channel Functional Testina The TSTF has received from the BWR Owner's Group a new traveler, as a result of a meeting between NRC and NE! TSTF on April 17,1977. -The new traveler revises definitions of Channel Calibration, Channel _ Functional Test,- and related definitions, and is currently being reviewed by the TSTF Owner's Group.

The package-will be submitted to NRC for review.

Priority of Chances to the iSTS Because of limited resources, NRC is focusing on those conversions that are due to be implemented during the spring outage. Mr. Beckner stressed the importance of knowing which change packages were the 'have-to-haves" and requested that the Owner's Group categorize those travelers _that have not already been categorized or " classified.'

- Process for TSTF and Plant Soecific ITS Conversion Revigg

.The TSTF Owner's Group and NRC agree that the generic review process is not providing an adequate rate of review and disposition of changes to the ITS NUREGs. Therefore, there was substantial discussion as to how the TSTF review process could be improved. The Owner's Group would like to be notified within 30 days of the NRC point of contact and to be able to interface with that contact to resolve any concerns / questions during that review period. NRC is in agreement with this and will comply. The Owner's Group also asked to meet with individuals c

  • involved in the review of Pending travelers to resolve differences and set-up a schedule to complete a review.

NRC also agrees with this and will set up meetings for early October.

The Owner's Group also proposed, and NRC agreed, that the review priority would be based on the Owner's Group classification of travelers, and that, for future meetings, the NRC and TSTF will select specific travelers for discussion and resolution.

The Owner's Group requested a discussion of NRC's process for reviewing and approval of ITS Conversions.

First, NRC indicated that reviews for plants needing conversions for Spring outages will have top priority. The Owner's Group noted that NRC has 18 ITS Conversions under review and 11 more are scheduled to be submitted in 1998. With limited resources, NRC reported it will focus on the 18 in-house and does not anticipate being able to start review of all 11 new conversions scheduled for 1998.

NRC is, however, attempting to simplify the Safety Evaluation so that less time is expended by the staff w'-ting and NRC management is reevaluating available resources for the conversion review effort.

The Owner's Group suggested that if licensees had access to points of contact for conversion reviews, some questions could be resolved informally. NRC agreed to provide this information, as well as NRC process for review and approval of ITS.

Status of pendina Travelers The NRC/TSTF Owner's Group reviewed the report of Pending Travelers, handed out during the meeting and included as Attachment 2.

As each of the pending travelers were identified, NRC noted where the last action occurred and will arrange meetings with those individuals involved.

It was agreed that any traveler for which a revision had been submitted would be deemed Superseded.

Aaenda for Future Meetina The next meeting of the NRC/TSTF Owner's Group is scheduled for October 1 and 2, 1997. The meeting will focus on resolution of pending travelers.
