During the third meeting on this subject between IMNS/NMSS'and 4UISRES on June 11, 1997, DET offered to identify the general dEtiqikutes of the prioritization method for nuclear power plant generic issues to asstWWfiSilap,h othe it develops a prioritization method.

Followingourmeetingonthesubjectwii Offices on August 5, 1997, these attributes (Attachment 2) are being forwarded to NMSS for consideration.

The attributes define the criteria to verify consistency of prioritization methods between offices.

Since prioritization consists of the same attributes as an abbreviated regulatory analysis, we recommend that NUREG/BR-0058, " Regulatory Analysis Guidelines of the U.S. Nuclear Regulatory Commission," and Appendix C of NUREG/BR-0184, " Regulatory Analysis Technical Evaluation Handbook," be relied upon for additional guidance.

Appendix C provides guidance for the technical evaluation of the different technologies regulated by all three NMSS divisions.

We recommend that, once completed, the NHSS procedure for prioritizing GSis be forwarded to RES so that it can be documented in NUREG-0933.

This is the approach that was used for nuclear power plant generic issues.

(The current methodology was approved by the Commission in July 1983, prior to publication in NUREG-0933.) Our efforts to develop an agency generic issue tracking system are continuing.

We will continue to work with NMSS, NRR, AE00, and IRM as we prepare the response to the SRM.
