By. letter mailed no later than July 15, 1987, each party shall provide the Secretary to this Board with the

name of the person who will present argument on its behalf.

The letters of the Attorney General of Massachusetts and the NRC staff shall also include a statement of the division of

In a May 5, 1987 submission in connection with its application for.a stay of the effectiveness of the March 25 partial ~ initial-decision (at 2), Hampton "relie{d] upon and. incorporate [d]

by reference" the appellate briefs of the. Attorney General and SAPL "[b]y way. of further support for [the stay]

request."

We do not regard that action as a' satisfactory substitute for a brief in support of the Hampton appeal from the decision.

Hampton may nonetheless participate in the oral argument if, but only if, the other three appellants agree to provide it with a portion of the time allotted to their side.

The applicants and the NRC staff are defending the partial initial decision and therefore constitute the other side of the argument.
