June 22,1987 JOINT MOTION FOR THE SEACOAST ANTI-POLLUTION LEAGUE, TOWN OF HAMPTON AND THE COMMONWEALTH OF MASSACHUSETTS NOW COMES the Seacoast Anti-Pollution League -(SAPL), the Town of Hampton and the Commonwealth of Massachusetts and respectfully move that this Board arrange to take a view of the Seabrook Station plume exposure EPZ, and particularly the Hampton, Seabrook, and 3alisbury Beach areas, on a sunny day during the summer of 1987, and in support hereof states the following:

1.

This ASLB has already taken a view of the Seabrook Station itself, including a tour of the cooling water tunnels.

In addition, during the construction permit proceeding, the ASLB panel took a tour of all contested transmission line routings.

Hence, there is ample precedent for this Board to take a view.

2.

A view of the Hampton Beach area, at the time of'its maximum use,_would.be particularly appropriate'in view of-its critical role in these proceedings, as evidenced in the FEMA Statement of Position, in which FEMA said that its concern over

\\ l the protection of the beach populations, in view of the lack of arty adequate sheltering, and the proximity of the beaches to the

. reactor, would render the New Hampshire RERP 's inadequate, even if all the deficiencies were corrected.

3.

A view should be undertaken prior to the receipt cf testimony in this matter, to provide background knowledge through which the Board could better understand the testimony of the experts and lay witnesses that will be testifying concerning this I

matter.

WHEREF ORE, SAPL moves that this Board arrange for a view, with proper notice to the parties, to be conducted during the summer of 1987, and at a time when the beaches in the near proximity to the plant are likely to be heavily utilized.
