Docket Nos. 70-7001 and 70-7002 Revised Reply to a Notice of Violation (NOV) in Inspection Report 999-1322/97-01; 71 0832/97-214 On January 23. 1998, USEC submitted a response to the subject NOV (see USEC letter GDP 98-0003). Enclosure 1, Table 1 to USEC's response identified the specific corrective actions that were being taken by Westerman Companies (Westerman), to address the specific e.xamples of I
the cited violation. Subsequently, NRC letter dated March 5,1998, requested additional infonnation j
regarding Westerman's response to e. samples E.4 and K.2 of the cited violation.
j The additional information requested by NRC is provided in Enclosure 1 to this submittal. to this submittal contains a revised Table 1 of Enclosure i to USEC letter GDP 98-003 which reflects Westerman's response to the NRC request for additional information. Changes to this table are reflected by change bars in the right-hand margin. As was indicated in the original NOV response, the corrective actions described in enclosed Table I are not commitments by USEC.

NRC Comment #1 The corrective action taken for Noncompliance E.4 does not address the original finding. Corrective action E.4 states: "The Westerman ' Inspection Check List' has been revised to agree with Westerman's procedure...." However, during the inspection the NRC found that Westerman's inspection Checklist was correct and that the Westerman procedure was in error. Westerman should review the noncompliance and reassess the corrective action.

Westerman concurs with the above NRC comment. The attached table provides Westennan's l
revised response to example E.4 of the cited violation.
l NRC Comment fi2 The proposed corrective action for Noncompliance K.2 does not address the original finding.
l Corrective action K.2 states: "The measuring equipment discussed under this item (i.e., a tape i
measure) is a ' commercial device' as stated in NQA-1 and calibration is not required...Therefore, no action by Westerman is required." However, Noncompliance K.2 contained in the Notice of Violation, dated December 3,1997, addresses the control of measuring devices used in activities l
affecting quality such as fabrication jigs and fixtures used to locate safety related uranium l
hexafluoride cylinder components during fabrication. The proposed corrective action fails to address l
equipment identification, qualificetion ofequipment to perform a specific function, requalification of equipment as required,'and references to equipment in fabrication instructions and procedures.
Westerman Resconse Westerman concurs with the above NRC comment. The attached table provides Westerman's revised response to example E.4 of the cited violation.
