The "Seabrook issue" is of intense concern in New Hampshire, and throughout New England.*
Petitioner plans to reside in New Hampshire, and currently maintains, intcr alia, accomodations in 1
Connecticut, where the impact of Seabrook is felt because of investments by Connecticut utilities in Seabrook. Petitioner is thus a person "within the zone of intereste sought to' be protected,"' and has standing to be heard. Petitioner J.'s diso the 4

~ The: Issue.
Governor Dukakis and his mob of supporters are resorting to fintimidation'through mob action to influence the Commission ~and public~sentimention the Seabrook question. Recent polls show that
- the majority:of campaign support for Mr. Dukakis comes from Seabrook opponents, and2Mr.'Dukakis actively cultivates this support for political purposes and his own aggrandizement. In effect, a q
multi-billion' dollar project'is-being held hostage to the whims'and
ambitions of one man,.Dukakis. This.is a perversion of the law; and represents a' state of. regulatory anarchy.
iJ Seabrook is built. The Commission has a duty to - see that ;

it is operated safely _with the. strictest safety' standards.and
' operating procedures.
q The mobs of Dukakis' supporters, who resort.co' anarchy as-a means' 3
of influencing the Commission, ciannot be rewarded with further:
1 delay. At the low power testing. level, the risk of any.significant.
problem is de minimis. The Commission-could well' approve' low power-testing without-any evacuation plans.at all.
The Commission must,.in the interim,xand'whileLlow power tests continue, adopt procedures-to eliminate the influence o~f.

- 4. any longer. Dukakis and his supporters recently resorted to mob
'l action against the' Governor of New Hampshire, and against Seabrook f
'f itself. While styled as " civil disobediance," the conduct of the Dukakis regiments is not civil disobediance, as the term is understood, but rather incipient anarchy and mob rule. Civil

disobediance is.only appropriate in the context of a near or total-lack of adequate civil rights'and legal remedies. The Dukakis group has been afforded every procedural opportunity'to make its case. The regulation and construction of massive multi-year nuclear generating stations cannot turn on ephemeral, changes in public office. Otherwise, utilities would have to stop/ start and f
stop/ start with every turn of the election wheel. Seabrook is

lawfully and within the parameters of the strictest safety standards.
l CONCLUSION j
The time has come to put an end to the antics of Dukakis and his mob of lawbreakers. Taxpayers and ratepayers are-being forced to absorb tens of millions of dollars so that Dukakis can run for I
the White House as an " anti-Seabrook" candidate. The Commission must put an end to this obotruction and allow the station to go on line with all deliberate speed.
