In accordance with 10 CFR 50.54 (p) and 10 CFR 50.4, Southern Nuclear Operating i Company hereby submits three copies of Amendment 35 to the Vogtle Electric Generating Plant (VEGP) Unit I and Unit 2 Physical Security ar.d Contingency Plan. By copy of this letter, two copies of Amendment 35 are being provided to the NRC Region II oflice.

This amendment describes an additional method that has been implemented at VEGP for meeting the applicable search requirements of 10 CFR 73.55(d)(3) by allowing Category III packages and containers to be searched and sealed offsite prior to protected area entry.

Enclosure 1 provides the description and justification for the changes, and Enclosure 2 contains the actual Amendment 35 pages. Enclosures 3 and 4 give insertion instructions and the new effective page list for the VEGP Physical Security and Contingency Plan.

Only Enclosure 2 is safeguards information and should be withheld from public disclosure in accordance with 10 CFR 73.21.

In accordance with 10 l CFR 73.55(d)(3), some material may be excluded from search prior to protected j area (PA) entry due to safety concerns such as radiological hazards. At VEGP i these packages are denoted as Category III material. Although this material I remains under the control of security personnel while inside the PA prior to its initial search, this practice introduces the possibility of contraband being entered into the PA initially undetected. By utilizing offsite search and seal techniques for Category III material, the possibility ofintroducing contraband to the PA is .

reduced. Therefore, this change does not decrease the overall level of secunty  ;
