Dear Mr. Rausch:

l The referenced letter provides information about a proposed modification to the staff approved i

document " Reactor Long Term Stability Solution: Enhanced Option I A Generic Technical Specifications," NEDO-32339, Supplement 4. The change adds the concept of the altemative l

trip reference setpoints to the Technical Spe c0 cations (TS). These setpoints are an entirely j

redundant set of trip reference setpoints whic;T an replace the setpoints which are used during l

normal operation. These setpoints prescribe op @g limits intended to protect the safety limit I

and, as such, are specifically included in the cor3 operating limits report (COLR). The alternative trip reference setpoints are primarily atended to be used during operation with reduced feedwater temperature. Revisions t0 the bases documentation are discussed in the I

referenced letter which state that appropr' ate plant specific feedwater temperature limits requiring a transition to the atlernative tr'.p reference setpoints will be included in the COLR.

l Twelve hours to switch operating limits is acceptable because it allows time to check and, if necessary, recalibrate each trip reference card. During the time following a feedwater event needing an operating limit change, protection is provided by the restricted region from the primary set of limits and the Period Based Detection System. Furthermore, the reduction in feedwater temperature does not increase the likelihood of a flow event which could lead to an instability.

l A means of controlling which set of values to use is needed and this must ba insuded in the TS. This is done by modifying Footnote b to Table 3.3.1.1-1 to read as follows:
