SUBJECT: NRC INSPECTION REPORT 50 454/97012(DRP); 50-455/97012(DRP)

Dear Mr. Graesser:

l

On July 24,1997, the NRC completed an inspection at your Byron 1 & 2 reactor facilities.

The enclosed report presents the inspection results.

During this 6 week inspection period, the inspectors observed that operations personnel

were knowledgeable of plant conditions, responsive to alarms, and thorough in conducting

shift turnovers. Operations management continued to communicate human performance

expectations with regard to reactivity evolutions. Site quality verification surveillances and

field monitoring reports in the areas of overtime and maintenance activities were thorough

and perfortnance-based.

Of particular note, on July 15,1997, the first Unit 1 replacement steam generator (SG)

arrived at the Byron site. The on site transport of the SG was well coordinated with

strong management oversight rhserved. Other activities in support of the SG replacement

project are progressing on schip sie and appear effectively managed.

No violations of NRC requirernents were identified during the course of this inspection.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice.' a copy of this letter

and its enclosure will be placed in the NRC Public Document Room (PDR).
