MR. HOYLE: Thank you, Chairman Jackson. The first item is SECY 046. In this paper, the Commi sion is being asked to act on a rulemaking amending 10 CFR Parts 30,40,50,70 and 72 to allow additional materials licensees and non-electric I
utility reactor licensees who meet certain financial criteria to self-guarantee funding for decommissioning. This rule allen non-profit licensees such as colleges, universities a he pitals as well as some commercial licensees who do not issue bonds to self-parantee funding provided they meet similarly stringent financial criteria. All of you have voted to approve the publication and implementation of this final rule. May I have you affam your votes?

MR. HOYLE: Thank you. The second is SECY-98-060. The Commission is being asked in this paper to act on a final rule amending 10 CFR !' art 32 in response to a petition for rulemaking submitted by mb-microtec, Inc. The rule change will allow distribution of timepieces that contained less than 25 millicuries of gaseous tritium light sources to be regulated according to the same requirements that regulate timepieces containing tritium paint. All of you have voted to approve the -
publication and implementation of this final rule. I ask you to affirm your votes.
