I am responding to your letters to Chairman Shirley Ann Jackson dated February 2 and 18,1998. In addition to providing your views on a number of Millstone-related issues, your letters indicate that you feel that the NRC staff has acted inappropriately. Sisicific7a y, you claim that: (1) I and members of my staff "... suppressed di: course on critical safety issues..." and "... repeatedly intimidated and attempted to intimidate speakers..." at a J!nuary 27,1998, meeting, and (2) my response at Chairman Jackson's February 2,1998, public meeting was "... false and deceptive."
In Eccordance with agency procedures, your letters have been forwarded to the NRC Office of the inspector G2neral (OlG). The responsibility of the OlG includes evaluations / investigations of inappropriate conduct by the NRC staff.
I w:uld like to provide the following information in response to your concems. The NRC staff, as part of our Millstone oversight program, has been and is continuing to make a dedicated effort to make our process open to the people living in the Millstone area. This effort includes periodic evening meetings to provide status rrports to the public and to respond to public questions. These NRC-sponsored meetings have provided a forum for an open dialogue between the NRC staff and members of the public. Additionally, NRC staff working meetings with the utility, which would normally be conducted at NRC offices in Pennsylvania and M1ryland, are being held near Millstone and are open to the public.
Tha conduct and structure of our evening public meetings, including the meeting you attended on January 27, 1998, is designed to provide opportunity for public participation. Most of these meetings, including the JInuary 27,1998, meeting have been transcribed and are publicly available, I believe that the meeting transcrys of both the January 27 and February 2,1998 meetings, clearly demonstrate that our actions were wholly consister,t with our continuing goal of open and honest public communication.
