(800) 808 5318 OfDec of the Attorney General State of Connecticut March 16,1998 Shirley Anne Jackson, Chairwoman U.S. Nuclear Regulatory Commission One White Flint North 11555 Rockville Pike Rockville, MD 20852-2738 Re: Northeast Utilities Nuclear Safety Issues

Dear Chairwoman Jackson:

j l

As you well know, the Nuclear Regulatory Commission has raised far-reaching concerns j

about the safety of Northeast Utilities' nuclear operations. As you also know, in late January of j

this year, the Nuclear Regulatory Commission learned of a recent memorandum by a high level j

l Northeast Utilities executive which seemed to suggest continuing company efforts to isolate or l

l silence whistleblowers, j

l I respectfully request that the Nuclear Regulatory Commission thorough'y and j

expeditiously inquire into the origin of this memorandum and its implications for nuclear safety and management capability at Connecticut's nuclear power plants. In addition, I request that the Nuclear Regulatory Commission require Northeast Utilities to explain under oath all of the facts I

relevant to newspaper allegations that Northeast Utilities attempted to conceal, cover-up, or destroy the memorandum after it was issued, but before it could be made known to state and I

federal regulatory authorities.

Please keep me informed of your progress in this matter.

Sincerely, RICIIARD llLUMENTilAL RIl/JR/lje EDO -- G980178 9805190107 980506 PDR COMMS NRCC CORRESPONDENCE PDR g
