SUBJECT:

SUMMARY

OF STATUS FOR A-46 OUTLIERS A phone call was held on May 8,1998 between Tom Malanowski and Bruce Sasman of Wisconsin Electric Power Company and Linda Gundrum and Pat Patnaik of the Office of Nuclear Reactor Regulation concerning the status of evaluation and resolution of outliers for Generic Letter 87-02 and unresolved safety issue A-46. Specifically, the status of the resolution of the issues were asked and answers provided as discussed below.

1. Status of resolution of the 3 outliers on cable trays?

The design for the modifications to resolve these 3 outliers has been completed and the modifications installation will start in a couple of weeks and be completed by the end of summer. This will complete the resolution of these outlieis for both units.

2. Status of the resolution of the 132 relay outliers (8 bad actor relays and 124 relays with unknown seismic capacity)?

The resolution of the relays, with the exception of the relays associated with the emergency diesel generator controls for G-01 and G-02, will be completed by the end of the Unit 1 1999 outage, scheduled for Fall 1999. The resolution of the relays associated I with the emergency diesel generator controls is being factored inte a modification to replace the controls system for G-01 and G-02. This modification is scheduled for  !

completion by 2002.

3. Status of the 42 outliers for components (Categories 1-21)?

The outliers, except for the refueling water storege tanks (RWSTs), will be installed by the end of the Unit 1 outage, scheduled for Fall 1999. This will complete the resolution of these outliers for both units. The resolution of the RWST issues has not been .

determined. A study evaluating the feasibility and economics of several potential  ;

resolutions, including replacement of the tanks, will be completed by the first quarter of 1999. ,

4. Resolution of the interaction concerns for the air-operated valves in the condensate system near block walls relies on turning off pumps if valves cannot be closed. Is this actions specifically addressed in procedures?

The emergency operating procedures which address loss of feedwater (condensate) are symptom based and are adequate to safely shut down the plant following an  !

earthquake. ,
