Dear Mr. Kingsley:  !

On February 19,1998, the NRC completed an inspection at your Zion 1 and 2 reactor facilities. l

The enclosed report presents the findings of this inspection. Based on these interim results, an

'

unresolved item was identified pertaining to the event you reported on January 14,1998 as

required by 10 CFR 73.71. The event related to your discovery that several drawings which

contained Safeguards Information were stored outside the protected area and were not properly

'

secured. Subsequent to the Exit Meeting, it was determined that further NRC evaluation is 4

necessary. No response to this letter is necessary, and you will be contacted should any

additionalinformation be necessary. You will be notified by separate correspondence of our

final evaluation.

Your security-related actions implemented on January 15,1998, in response to the

announcement that the station would close were appropriate, well planned and implemented

effectively by both your security organization and management. The aggressive actions taken

to investigate and evaluate a screening record discrepancy were effective.
