GENERIC ISSUE MANAGEMENT CONTROL SYSTEM REPORT FOR PERIOD ENDING DECEMBER 31,1997 Attached is the update of the Generic issue Management Control System (GIMCS) for your information. During the reporting period from April 1 to December 31,1997, no new reactor generic safety issues (GSIs) were identified, prioritized, or resolved. However, two new non-reactor GSis were identified, two were prioritized (Table 12), and five were resolved (Table 14).
An EDO memorandum dated January 17,1997, directed the staff to highlight any issues in this transmittal memorandum that need management attention. There are fourissues that fallin this category.
One issue that is receiving additional RES and NRR management attention is GSI-191,
" Assessment of Debris Accumulation on PWR Sump Performance,"(see Attachment, page 38).
The need to examine this issue was identified during the BWR Suction Strainer Debris Blockage Study which showed that ECCS suction strainer performance in BWRs was inadequate. As a result of this research, Generic Letter 96-03 was issued and suction strainer compliance backfits were needed to ensure proper ECCS operation. The results of the GSI-191 study will be used to determine whether the PWR ECCS sumps are adequate to ensure proper ECCS operation. The schedule for the resolution of GSI-191 is under development and wili be published in the next update of GIMCS. Funds needed to resolve GSI-191 have been reprogrammed in FY 1999 and are included in the RES budget request for FY 20CO.
A second issue is our response to the ACRS letter of March 16,1998, issued following their review of the GSI program. This letter and my own review of the progress being made in the GS1 program have led me to conclude that we should conduct an assessment of this program and institute needed changes. We will describe this initiative in our response to them which will be provided to you for signature later this month.
A third issue is the need to provide additional resources for the GSI program. Our proposals in this regard have been included in the budget request recently transmitted to the CFO and will be considered during the upcoming budget review process.

Finally, GIMCS has been used to track the resolution of GSIs in the priority categories HIGH, MEDIUM, and Nearly-Resolved. The term "Nearly-Resolved" has been used to apply to GSis for which prioritization is not required and are being resolved based upon decisions by NRC senior n.anagement. The term used to describe this category will be changed to avoid confusion.
Sixteen GSis remain to be resolved (Tables 4A and 15), two GSis remain to be prioritized (Table 7), and five GSis remain to be re-prioritized (Table 8). I will continue to keep you
!c formed of progress in resolving these 23 issues, as well as any major problems that might surface during the course of their resolution.
