The Nuclear Regulatory Commission (NRC) is forwar' ing the Intemational Nuclear Event Scale d
s (INES) Event Reporting Form that was disseminated regarding your recent declaration of an Alert on February 13,1998. The event involved the loss of the residual heat removal system for several hours.
The NRC participates in the INES in a limited way, as was communicated to you through Generic Letter 92-09, issued on December 31,1992 As stated in the Generic Letter, the INES rating is not intended to affect emergency classifications, event reporting to the NRC, or communications with the public. Because usage of the INES could lead to confusion with the 1
existing four-level emergency response scale used in the United States, the NRC delays the INES rating for at least one week after the event is terminated. The NRC evaluates every event classified as an Alert or higher on the U.S. emergency response scale for its INES applicability.
An INES Event Rating Form is then prepared utilizing availablo documentation pertaining to the event. Not every Alert (or higher) will necessarily receive an I !ES classification, as some may J
- be rated "out of scale." In this case, the event was classified as "below scale / level 0. A copy of the rating form is enclosed.
The NRC does not request a review or concurrence with the INES classification nor is any response requested. Please contact me if you have any questions.

SHORT DESCRIPTION OF THE EVENT: On 13 February 1998, shutdown cooling of the reactor vessel was lost for several hours when suction isolation valves for the residual heat removal (RHR) system automatically closed. These valves closed due to the loss of the primary power supply to Division 2 of the Nuclear Safety Protection System, while the alternate power supply was unavailable because of maintenance. The unit had been shut down since 5 September 1996, and decay heat loads were relatively low. During the period that the shutdown cooling system was unavailable, water in the reactor vessel began to heat up at a rate of approximately 0.6*F per hour. The licensee declared an ALERT Emergency Classification at the discretion of the control room supervisor, who desired to bring additional personnel onsite to assist in restoring the RHR system. The RHR system was restarted approximately six hours after the initial event.
JUSTIFICATION OF THE RATING: This event is rated at level 0/below scale in accordance l
with Part III-3.1.1 of the INES Users Manual as a minor change in coolant temperature due to some l
degradation of cooling with a comparable large time available for corrective actions.
