Union Electric Company herewith transmits an application for amendment to Facility Operating License No. NPF-30 for Callaway Plant.
The license amendment request proposes to revise /
Technical Specification Limiting Condition for Operation (LCO) 3.1.3.5, Surveillance Requirements 4.1.3.5, BASES 3/4.1.3, and Figure 3.1-1,
" Rod Bank Insertion Limits versus Rated Thermal Power-Four Loop Operation."
The changes allow Callaway control and. shutdown rod banks to be designated as fully withdrawn at 225 steps or higher with rod bank overlap and insertion limits remaining the same.
The changes are detailed in Attachment 1.
i Callaway has indications of wear on Rod Cluster Control Assembly rodlets at the locations of the control rod guide cards in the upper reactor internals.
Westinghouse has' recommended axially repositioning the rods at least three steps to distribute the wear to other-locations on the rods in order to extend rod life.. A change to the Technical Specifications is required to reposition the rods for fully withdrawn at 225 steps or higher.
Union Electric's implementation of the proposed Technical Specification changes are subject to NRC approval.
As indicated
.in the referenced IE Information Notice, the NRC is aware of this problem and has approved similar requests from other utilities.
The Callaway Plant On-Site Rev!.ew Committee and Nuclear Safety Review Board have reviewed e.1d approved this' amendment request.
