Dear Mr. Colvin:

Your letter to me of July 23,1997, discusses a number of issues related to the Commission's initiatives in risk-informed regulation. Specifically, it discusses your proposed pilot programs to improve the efficiency and effectiveness of the NRC's regulatory framework, the staff's proposed acceptance guidelines described in Draft Regulatory Guide DG-1061, and my request to the staff to consider elevating core damage frequency to a fundamental safety goal.

With respect to the first issue, I understand that our staffs met on July 30 to discuss the proposed pilot programs and that NEl will provide a more detailed description of the proposed programs for staff review in the next few weeks. We look forward to receiving your proposal and future interactions in this area.

With respect to the second issue, the staff intends to treat your comments on the DG-1061 acceptance guidelines as public comments on the guide. As such, your comments will be addressed as part of the review of all comments received as we finalize the guide.

With respect to'the last issue, I have asked the staff to consider your comments on elevating core damage frequency to a fundamental goal as part of providing its views and recommendations to the Commission.

As I stated in my previous letter to you on the pilot programs, Mr. Ashok Thadani, Acting Deputy Executive Director for Regulatory Effectiveness, is the appropriate point of contact for this matter; please contact him if you have additional questions or comments.
