INSPECTION REPORT NO. 50-282/98005(DRP); 50-306/98005(DRP) FOR

PRAIRIE ISLAND NUCLEAR GENERATING PLANT

Dear Mr. Wadley:

On March 28,1998, the NRC completed an inspection at your P uirie Island Nuclear Generating

-

Plant. The enclosed report presents the results of that inspection.

During the four week period covered by this inspection, most operations activities were

performed well with only a few mmor errors. Two evolutions involving unusual reactivity

manipulations on Unit 1 were conducted conservatively and carefully. The Unit 2 startup and

retum to full power was also accomplished in a safe and controlled manner. Several instances

of personnel stopping to correct procedure discrepancies were noted. Most maintenance and

surveellence activities were also conducted well. However, one instance of improper foreign

material exclusion control and one case of a work order not being property revised were noted

in addition, a temporary change to equipment operating instructions necessary to protect a

gauge from being damaged was not incorporated into all of the appropriate procedures. Finally,

an inadequate procedure for setting thermal overload heaters resulted in a ventilation fan being

inoperable at the same time the opposite train's emergency diesel generator was being tested.

Engineering support of operations and maintenance activities was excellent.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room.
