NRC ROUTINE RADIATION PROTECTION INSPECTION REPORT
50-440/97010(DRS)
Dear Mr. Myers:
On August 1,.1997, the NRC completed an inspection at your Perry Nuclear Power Plant.
The purpose of this inspection was to review your transportation of radioactive material
- program, your radioactive waste progtam, and your radiation protection program. The
enclosed report presents the results of this inspection.
Overall, the programs for transportation of radioactive material and for radioactive waste
were generally effective. Strengths were observed with your implementation of the
revised transportation regulations.- Additionally, ALARA planning for the sixth refueling
outage appeared comprehensive. However, problems continued to be identified with the
control of radioactive material stored within the radiologically restricted area. While ,
improvement efforts have been applied in this area, the lack of ownership has caused
~ hese improvements to occur very slowly. This deficiency is of concern because the
t
failure to adequately control radioactive material within designated areas could result in an
unanticipated release of radioactive material to the public. We will continue to observe
your progress in this area.
One violation was identified for the failure of operations personnel to follow a procedure
governing contamination control of radioactive material. This violation is of concern
- because, in addition to several other contamination control incidents in July of 1997, it
indicates a decline in radiation worker performance.
This violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violation are described ln dnallin the enclosed repnrt. Please note that
you are required to respond to this leer end should follow the instructions specified in the
enclosed Notice when preparing your respc.nse. The NRC will use your response, in part,
to determine whether further enfc rcement action is necessary to ensure compliance with
regulatory requirements.
