Dear Mr. Denton:
The purpose of this letter is to fulfill the requirements of Wolf Creek Generating Station (WCGS) License Condition 2.C.(7), Attachment 3, Item (1) regarding the Functional and Task Analysis. This license condition requires Kansas Gas and Electric Company to submit ".
a description of the process used to complete the functional and task analysis, including a description and justification for all information and control deviations from the Westinghouse Owners Group Emergency Response Guidelines, Revision 1."
Reference 1, in conjunction with the suh ittal of Reference 2 as amended below, satisfies this license condition.
The three changes to Reference 2 listed below have been previously discussed with the Staff.

Item 3 on page 8 of the enclosure to Reference 2 reads:
" DESCRIPTION The option to use the procedure without RVLIS was added to ten (10) EMG's.
The affected procedures are listed below.
Each procedure was mcdified to allow the reactor operator to perform the procedure step with or without RVLIS."
The description of Item 3 should ~oe clarified as follows:
" DESCRIPTION The use of the procedure without RVLIS was added to ten (10) EMG's.
The affected procedures are listed below Each procedure was modified to provide guidance for the operator to perform the procedure stop with or without RVLIS."

Item 5 on rsge 9 of the enclosure to Reference 2 reads:
" DESCRIPTION A foldout in the generic guidelines which addressed RWST switchover criteria has been deleted in BMG ES-13, Transfer to Cold Leg Recirculation Pollowing Loss of Reactor Coolant.
JUSTIFICATION The foldout was deleted to avoid confusion since RWST switchover to cold leg recirculation must occur prior.

3 Item 8 on page 11 of the enclosure to Reference 2 reads:
" This item is discussed in the response to Request 3 under Pinding 1."
Item 8 should be revised to read:
" Thio item is discussed in the response to Request 1 -under Pinding 1."
