SUBJECT:
TRANSFER OF UMTRAP PROJECT FILES TO DIVISION OF WASTE MANAGEMENT This is in response to your memorandum of October 6,1986, entitled "Transer of Uranium Mill Tailings Remedial Action Program Project Files to URF0."' Your memorandum formally reassigned UMTRAP project files to URF0 that had been transmitted in May,1986. However, per your request of July 31,1986 (memorandum entitled " Return of the New Mexico Program and Management of the UMTRAP Workload"), those project files that are no longer URF0's responsibility were returned to the Waste Management Docket l
Control Center in August,1986.
You also requested in your memorandum of October 6,1986, the project files for Slick Rock, Colorado (WM-86). We reviewed our files thoroughly and did not find any correspondence or documents related to Slick Rock.
We did, however, find some old project file folders for WM-43 (Lowman, Idaho), WM-74 (Bowman, North Dakota) and WM-75 (Bellfield, North Dakota).
These files were apparently overlooked when we sent back the other files in August, 1986. They will be sent under separate cover to the Waste Management Docket Control Center.
In response to other items in the October 6,1986 memorandum, you are correct that we are using the same file codes as before. We have not changed file code numbers or designations; we are not converting designations from "WM" to "UR."
We have not transmitted DOE documents related to the UMTRA Program to the PDR. All outgoing NRC correspondence, however, has been transmitted to the PDR. We were not aware that we were to transmit incoming DOE documents and, in fact, do 8611100153 861020 PDR WASTE WM-39 PDR

. OCT t o mg not receive enough from DOE to allow us to send a copy to the PDR. We assumed that DOE documents were " publicly available" through the 00E, just as Vicinity Property documents are. Besides, URF0 maintains publicly accessible files of all UMTRA correspondence.
If NRC is to assume this responsibility, we request that copies be sent from the Waste Management Docket Control Center, since at least three copies of all documents we receive are also sent there.
Your information on the use of project files rather than docket files is duly noted. Our files are compatible with that recommendation, and we have not established Part 40 docket files for any UMTRAP documents.
Also, we note that the table of files attached to your memorandum had a footnote that the Naturita, Colorado, project files were going to be sent to URF0. We request that you not send these files, since we discussed with Dan Martin our inability to review the project at this time.-
