Good afternoon, ladies and 3

gentlemon.

This is an affirmation session on two matters, 4

first, SECY-86-314B, a proposed order on the State of Ohio's 5

Petition to intervene in the Perry proceeding and second, 6

SECY-86-315, a proposed order on two petitions to intervene on 7

the modifications of the license for the sequ'oyah Fuels 8

Corporation's Gore, Oklahoma facility.

9 Although we had previously scheduled for affirmation 10 today a vote on the full power license for Perry, the 11 Commission feels it needs more time to consider the status of 12 the April 1986 emergency preparedness' exercise for Perry in 13 view of the indications from the Federal Emergency Management 14 Agency that in their view that exercise would not be 15 classified as a full participation exercise.

16 We are reviewing the implications of this and thus 17 we will not' vote today on the full power license for Perr'.

y 18 I will ask the Secretary to lead us throughithe 19 affirmation items that we do have on the agenda for today.

20 SECRETARY CHILK:

The first item, Mr. Chairman, is 21 as you indicated, SECY-86-314B.

It is an order on Ohio 22 petition to intervene in the Perry. proceeding.

23 In this paper the Commission is being asked to act 24 on a memorandum and order which addresses a September 5, 1986, 25 State of Ohio petition filed with the Commission requesting

permission to intervene as a non-party interested State.

2 All Commissioners have approved an order. denying 3-the State's request to intervene in the formal adjudication.

4 The order notes that the Commission has allowed t,he State to 5

participate in its informal review of uncontested issues as 6

part of its discussion on uncontested issues and the State's 7

concerns are being considered by the Commission.

8 Commissioner Asselstine has additional " views which 9

will be attached to the order.

Would you please affirm your 10 votes?

The second item is on Sequoyah.

f This item has not been on the schedule for as long as a week 13 14 and I would ask the Commission to vote to hold it on less than 15 one week's notice if I may, please.

The item is SECY-86-315, the 18 disposition of petitions for hearing regarding an October 1986 19 order modifying the license of Sequoyah Fuels Corporation.

20 The Commission here is being asked to act on an 21 order responding to two hearing requests relative to the 22 October 2, 1986 staff order modifying the license of Sequoyah 23 Fuels Corporation for the operation of its uranium 24 hexaflouride production facility.

25 All Commissioners have approved the order with

1 changes by Commissioner carr which deny the pending frequest 2

for a hearing.
