VEGP-1 RR-33 Component or Relief Area Volumetric examination of pressure-retaining bolting in Safety Injection Pump Housing.
(Class 2)
Safety Injection Pump casing studs I.D. Nos. - 11204-P6-003-801 through B32.
Requirement From Which Relief is Requested Item No. C4.30, Category C-D, Table IWC-2500-1 of ASME Section XI, requires a volumetric examination of pressure-retaining bolts and studs that are greater than two inches in diameter.
The examination is limited to t pump from a group of pumps which are similar in design, size,,he bolting in one function, and service.
Relief is requested from the volumetric examination of pump casing g
studs during~Preservice Inspection.
Basis for Relief The pressure retaining studs of safety injection pumps are inaccessible for volumetric examination while in place under tension. To reach the studs for examination, the cap nuts must be removed, which requires breaking the pressure boundary of the pump.
Disassembly of the pumps to solely perform a baseline examination is not warranted during the preservice inspection.
Alternate Examination A surface examination of these studs has been performed by the pump manufacturer during fabrication.
Fabrication examination records will be documented and identified in the Vogtle Unit ~1 PSI final report. An ASME Section III hydrostatic test has been performed to further ensure the integrity of the pumps.
In addition, the safety injection pumps for VEGP-2 are identical in design, size, function, and service as well as were fabricated under the same specifications.
A baseline ultrasonic examination of the studs in both of the VEGP-2 safety injection pumps will be performed during the Preservice Inspection.

VEGP-1 RR-45 Component or Relief Area Acceptance standards for the twenty-four welds (see Attachment 1) which were evaluated to have non-geometric recordable NDE indications during the VEGP-1 PSI.
Requirement from which Relief is Requested ASME Code Section XI 1980 Edition with Winter 1980 Addenda Subparagraph.
IWB-3410.1 states that 'the acceptance standards referenced in Table IWB-3410-1 shall be applicable to those components '(a) whose material properties are in accordance with those stated in the referenced tables and (b) where the maximum postulated-defect that determines the limiting operating conditions conforms with the recommendations stated in Section III. Division I Appendices.
Basis.for Relief 4
A review of the material specifications for the components listed in indicates that not all of the criteria in the applicable IW8-3500 table are met for these welds. A comparison of the material properties in the IWB-3500 tables versus the actual material properties shows that the differences listed in Attachment I have no effect on using the applicable tables for the evaluation of indications as shown by the notes for Attachment 1.
Alternate Examination The Code-required examinations were performed on these components and the non-geometric recordable indications were determined to be acceptable per the applicable Winter 1980 IWB-3500 table.

Table IWB-3511-1 references NB-2300 while the secondary side of the steam generators is typically ASME Class 2 which would imply material testing per NC-2300.
As noted in Paragraph 5.4.2.1 of the VEGP FSAR, the secondary side of the VEGP steam generators was fabricated per Section III of the ASME Code for-Class 1 components.
Table IWB-3511-1 of the Winter 1980 Addenda was used to evaluate the planar indications and they are Code-allowable.
Furthermore, this position is technically justified since the Winter 1983 Addenda includes IWC-3500 tables with acceptance standards essentially the same or more flexible than those of IWB-3500 of the 1980 Edition.
These indications were evaluated to Table IWC-3510-1 in the Winter 1983 Addenda and they are Code-allowable.

Tables IWB-3511-1 and -2 apply only to component with thickness greater than or equal to four. inches, while the steam generator thickness is less than four inches.
This position is technically justified since the Winter 1981 Addenda permitted Tables IWB-3511-1 and -2 to be used for thicknesses down to 2-1/2 inches. These' indications were evaluated to the Winter 1980 Addenda tables and they are Code-allowable.

The minimum yield strength in Table IWB-3511-1 does not agree with the actual minimum yield strength of the components.
The use of higher specified minimum yield strength materials is justified in the component design in accordance with Paragraph G-2110 (b) of Appendix G of ASME Section III, using the standard postulated defect size in this appendix.
Westinghouse has generated the supporting fracture-toughness data for these materials u referenced in the applicable stress reports and VEGP FSAR Paragraph 5.2.3.3.1.
Satisfying these Section III requirements demonstrate applicability of ASME Section XI Table IWB-3511-1, even considering the higher minimum yield strength materials of these components.

Table IWB-3514-2 referwnces N8-2300 while the Class 2 piping was constructed to NC-2300.
IWC-3000 states that IWB-3000 may be used for Class 2 components in the 1980 Edition of ASIE Section XI. _ The applicable table, IWB-3514-2, states that the materials must meet the twquirements of NB-2300. Since Class 2. components implicit in IWC-3000 that NC-2300 applies.are constructed to NC-2300 and not This is. consistent with subsequent Code tables for Class 2 components other than piping.
The purchase specification for these piping materials is in accordance with ASME Section III NC-2300, without modification or exemption to the impact test requirements.
