DOCKETS 50-266 AND 50-301 POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 REGULATORY EFFECTIVENESS REVIEW The attached comments by Wisconsin Electric Power Company are in response to the findings and recommendations submitted to the Point Beach Nuclear Plant security staff by the Nuclear Regulatory Commission (NRC) representatives conducting the security effectiveness review during the period December 3-6, 1985, as well as those included in the Point Beach Nuclear Plant, Units 1 and 2, Regulatory Effectiveness Review report submitted to Mr. C. W. Fay, Vice President-Nuclear Power, for Wisconsin Electric Power Company on August 7, 1986.

The subject matter of the enclosures to this letter is considered exempt from disclosure in accordance with provisions to 10 CFR 2, 50, 70, and 73.

We request that these enclosures be treated as SAFEGUARDS INFORMATION, and that any reply you make that pertains to the subject matter of the enclosures be withheld from public disclosure.
