Dear Mr. Thorne:
Attached is an export license application from C0GEMA, Inc. for a license to export 3,000,000 kilograms of natural uranium, as uranium oxide and uranium hexafluoride, for conversion and enrichment and ultimate use as fuel in light-water power reactors located in EURATOM countries or the U.S.
Before taking action on this license application, we would appreciate your views in accordance with established procedures as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Non-Proliferation Act of 1978 (NNPA). As this proposed export involves the enrichment of U.S.-supplied material, we note that it will be subject to the procedures required by Section 402(a) of the NNPA.
