Enclosed please find a letter from Transnuclear, Inc. requesting an amendment to export license XSNM02144 to increase the quantity of material authorized for export by an additional 42.900 kilograms of uranium containing 40.026 kilograms uranium-235(93.3% enriched).

Before taking action on this license application, we would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act, as amended by the Nuclear Non-Proliferation Act of 1978.
