NRC INSPECTION REPORT #86-40 DOCKET NO. 50-354 HOPE CREEK GENERATING STATION Public Service Electric and Gas Company (PSE&G) is in receipt of your letter dated September 26, 1986, which transmitted a Notice of Violation concerning a failure to' comply with the requirements of Technical Specification 6~8.1.

Pursuant to the provisions of 10CFR2.201, our response to the Notice of Violation is provided in Attachment 1.

ATTACHMENT 1 10 CFR 2.201 INFORMATION PUBLIC SERVICE ELECTRIC AND GAS.

HOPE CREEK GENERATING STATION RESPONSE TO NOTICE OF VIOLATION Your. letter dated September 26, 1986 identified a Violation of plant Technical Specification 6.8.1.

As stated therein, the Violation involved the installation and use of station aids in various distribution panels and relay cabinets that were not formally approved, issued or controlled in accordance with

' Station Administrative Procedure SA-AP.Z Z-04 4 (0).

PUBLIC SERVICE ELECTRIC AND GAS COMPANY DOES NOT DISPUTE THE VIOLATION.

2.

THE ROOT CAUSE OF THE VIOLATION STEMMED FROM THE INITIAL INSTALLATION OF VENDOR DRAWINGS AND SCHEMATICS IN VARIOUS PANELS AND CABINETS DURING CONSTRUCTION, PRIOR TO THE IMPLEMENTATION OF STATION ADMINISTRATIVE PROCEDURE, SA-AP.ZZ-044(Q), " STATION AIDS PROGRAM" AND FROM THE IMPROPER INTRODUCTION OF " CONVENIENCE" INFORMATION INTO THE CABINETS BY STATION PERSONNEL WITHOUT REGARD FOR THE REQUIREMENTS OF THE ADMINISTRATIVE PROCEDURE.

IMMEDIATE CORRECTIVE ACTIONS:

a)

An inspection of all panels and cabinets has'been conducted to ensure that no station aids other than those which have been properly approved, issued and controlled are installed.

Non-conforming materials have been removed.

b)

All station departments have counseled their personnel regarding the requirements of the station aids program and instructed that no uncontrolled documents shall be placed in distribution panels or instrument cabinets.

WE ARE IN FULL COMPLIANCE NOW.
