50-424/86-77 Attention: Mr. Roger D. Walker The Georgia Power Company wishes to submit the following information concerning the violation identified in your inspection report 50-424/86-77:

Violation 50-424/86-77-01

" Failure to Document Usage and Control of Measuring and Test Equipment" - Severity Level V Georgia Power Company acknowledges the violation as identified in the USNRC inspection report.

Although the Gold Track Model ETW-F Automatic Welders require periodic adjustment to maintain voltage and amperage parameters within tolerance, the welders should not have been designated as measuring and test equipment (M&TE) in Pullman Power Products procedure XII-2,

" Calibration of Tools, Measuring and Test Equipment."

The Automatic Welders have not been used as M&TE for fabrication and installation work at the Vogtle Electric Generating Plant.

The welds produced by the Gold Track Automatic Welders have been subjected to the same visual and nondestructive examination requirements as similarly classified welds produced by other methods.

Therefore, the automatic welders have.

not been relied upon to assure the quality of the welds they produce.

Each of the three cases cited in the USNRC inspection report where Gold Track Automatic Welders were found to be out of tolerance had been identified in Nonconformance/ Deviation Reports and were properly dispositioned.

In each case, the subsequent evaluation determined that the welds produced by the automatic welders were acceptable.

Although the voltage / amperage outputs of the welders were found to be outside the recommended tolerance ranges established for the equipment, the parameters were still within the tolerances allowed by the welding procedure specifications for the welds.

Page Two There are currently no plans to use the Gold Track Automatic Welders for the remaining construction work at the Vogtle Electric Generating Plant and tt,f s equipment has been removed from service.

However, in case it is decided to use the equipment in the future, the following actions will be taken to prevent recurrence of the discrepancies cited in the violation:

1.

The Gold Track Automatic Welders will be removed from Pullman Power Products procedure XII-2.

2.

The automatic welders will be added to Pullman Power Products procedure X-10

" Welding Surveillance."

This procedure provides for periodic monitoring of parameters and techniques required by welding procedure specifications during production welding operations.

This includes checking of welding machine voltage and amperage outputs using calibrated instruments.

Procedure X-10 also requires documentation of applicable information obtained during surveillances, thus providing records traceable to specific welding machines and specific welds.

Any walding machines found to require adjustment are removed from service until they can be adjusted and tested.

3.

Appropriate Pullman Power Products personnel will be trained in the new procedure requirements.

In addition, a letter has been issued to appropriate Pullman Power Products supervisors instructing them to assure that their personnel are aware of the requirements for maintaining " Calibrated Tools Checkout Logs" for M&TE issued to them.

The actions described above are expected to be completed by December 29, 1986.
